Bush Nominates Roberts to Replace Chief Justice Rehnquist – New York Times
I see no logic in appointing a man who hasn’t even served on the court directly to Chief Justice.
But logic isn’t what this is about, and if the Bush administration has their way, it won’t be what the court is about, either.

If you look into it, I believe only something like 20% of CJ’s were promoted from within.
