I’ve been struggling with where exactly authority starts/stops between the federal vs state vs local levels of government.
It seems as clear as mud to me.
One of the most telling things which will surface (thanks to congressional hearings) will be a clearer definition of who is responsible for what in emergencies such as this.
No doubt there have been failures at all levels of government. Can you explain how all of the failures rest with Bush?

This seems like a backhanded way of denouncing responsibility. The federal response was slow without a doubt, and insufficient. They had plenty of forward warning, even from the U.S. Army Corps of Engineers. What’s more, President Bush has promised us safety and security for five years, and our country has been devestated by standing water.
